BOQ and BOM Full Form in Construction: Meaning, Examples and Differences
BOQ stands for Bill of Quantities. BOM stands for Bill of Materials. Both are lists, but they answer different questions: the BOQ lists the work a construction project must deliver, and the BOM lists the materials needed to deliver it.
Site teams, contractors and even software vendors use the two terms loosely. This page gives the full forms, a plain definition of each, a worked example, and a quick way to remember which is which.
BOQ = Bill of Quantities (what work, how much, at what rate).
BOM = Bill of Materials (which materials, in what quantity).
BOQ Full Form in Construction
The BOQ full form is Bill of Quantities. It is an itemised document that breaks a project into work items (excavation, brick masonry, plastering, flooring and so on) and gives each item a quantity, a unit and a rate. Multiplying quantity by rate gives the amount, and the amounts add up to the estimated project cost.
Contractors price their tenders against the BOQ, and clients often release stage payments against the BOQ items completed. You may also see it written as BoQ.
BOM Full Form in Construction
The BOM full form is Bill of Materials. It lists the physical materials (cement, sand, bricks, steel, tiles, paint) and the quantity of each that a work item needs. The idea comes from manufacturing, and construction teams use the same idea to plan purchases.
A BOM is usually built from the BOQ: each work item is broken down into the materials consumed per unit of work, then scaled to the BOQ quantity.
A Worked Example
Take one line from a BOQ and see what its BOM looks like.
| Work item | Qty | Unit |
|---|---|---|
| Brick masonry, 9 inch wall | 500 | sqft |
| Material | Per sqft | Total for 500 sqft | Unit |
|---|---|---|---|
| Bricks (standard) | 9.5 | 4,750 | nos |
| Cement (OPC 53) | 0.018 | 9 | bags |
| River sand | 0.014 | 7 | cu.ft |
Consumption rates vary by specification, mix and wastage allowance, so always use the rates approved for your own project.
BOQ vs BOM at a Glance
| BOQ | BOM | |
|---|---|---|
| Full form | Bill of Quantities | Bill of Materials |
| Lists | Work items | Materials |
| Units | sqft, cu.ft, running metre | bags, kg, nos, litres |
| Used for | Tendering, budgeting, billing | Purchasing, stock, site planning |
| Comes first? | Yes, in pre-construction | No, derived from the BOQ |

How to Remember the Difference
- Quantities in BOQ points to quantities of work to be done.
- Materials in BOM points to the materials you must buy.
- Work first, materials second: the BOQ is the parent and the BOM follows from it.
Where the Two Documents Usually Go Wrong
When the BOQ and BOM live in separate spreadsheets, a revision to one rarely reaches the other, and purchases end up based on outdated quantities. Keeping them linked in one system means a BOQ change updates the material requirement, which then flows into procurement and material tracking.
Summary
- BOQ full form: Bill of Quantities, the priced list of work.
- BOM full form: Bill of Materials, the list of materials that work needs.
- The BOM is derived from the BOQ, and the two should stay linked.
